Support Dynamic Refresh Rate Changer #2

Currently the dynamic refresh rate changer isn't working when .bdmv files 
are clicked. This is because mediaportal tries to scan the file to 
determine the refresh rate. The plugin should initiate a refresh rate 
change after the feature selection.
