Config file #4

Config file is needed: disabling items, recipes, changing values. Sure, you can create datapack, and add blank recipe, but:

  1. Config file is much cleaner solution.
  2. Item will be still displayed in REI.
  3. You cannot edit what effects will be applied and for how long.
