Audio is played for all npcs + gossip #123

Even though 'npc greeting playback frequency' is set to play once for quest npcs, it still plays a voiceover for every other npc, flight masters, vendors etc

What should be the expected outcome of selecting that option?

to have only quests voiceovered and skip gossips and nonquest npc dialog
