Add missing status Proposed #24

adr-viewer implements the status "Pending", but the original blog article by Michael Nygard and adr-tools-python use the status "Proposed" for new ADRs. This patch adds "Proposed" as synonyme for "Pending".

Happy to roll this in, I'm going to start releasing this again soon as the project has been on unofficial hiatus for a while
