[Humble] Pre-seed Firewall dictionary with Humble executables during setup. #401

When launching something with numerous ROS nodes, Windows will display a firewall prompt for each one... Turtlebot 4 causes 30 individual prompts.

Can we optionally pre-seed the firewall rules to improve the user experience?
