[Humble] Micro_ros_agent does not respect ROS_DOMAIN_ID #432

Describe the bug Micro_ros_agent does not seem to respect the ROS_DOMAIN_ID environment variable on Windows, defaulting to domain 0 instead of the one set by the user.
