Remove DeviceIOController sample (old version of CustomDeviceAccessor) #517

I renamed DeviceIOController to CustomDeviceAccessor a while ago. The old samples page (samples/deviceiocontroller) redirects properly, but I kept this sample around to make sure the renaming didn't break anything.

It looks like this was taken care of in the move to https://github.com/Microsoft/Windows-iotcore-samples.
