Add RFC2890 support for GRE packets

pkt_gre previously did not honor RFC2890 Key and Sequence Number Extensions to GRE. It now does.

The overall size of a GRE packet header depends on the flags in the packet itself. I wrote code similar to unpack_groups in pkt_igmp to handle this.

Also, the completely wrong (?) GRE packet binary has been fixed in pkt_gre_tests.
