Cap infect boost #120

Currently infect HP boosts raise you above your starting HP.  We should 
include a cvar to limit it.  Also, the defaults are really high.  1000HP for 
infecting someone is a bit zombie-sided.  The defaults should be as neutral 
as possible.

I run a zombie server with unlimited ammo so such values are normal to me. We 
could 
make two class templates for servers with and without unlimited ammo.

The default setup should be for servers with reloading because ZR doesn't have 
a 
unlimited ammo feature yet, but I don't know any suitable values that setup.

Class attribute suggestion: health_overcharge_limit

Infect boost won't give more health if this limit is reached. The limit can be 
disabled with "none".
