plugininstall: Broken logging #1305

Since 16d01646a369996f4b17764f07fd28ed78b98698 (plugininstall uses Logging Lib) there's no logoutput from plugininstall.pl. Just the starting of the logfile from WebUI, but than output stops.

Reason is that plugininstall runs as root while the LogLib always changes owner to loxberry. While chowning the logfile, the loglib looses the filehandle. Will be tracked in new issue #1324
