Create a new run after adding missing penalties

While comparing penalty data between CALVIN and HOBBES, I saw that test (HOBBES) has some missing penalty data.

Missing penalty data links/nodes:

• D541-SURP_DELTA
• SR_DMV
• SR_MHV
• SR_SKN

I guess, at this point, we need to add missing penalties to HOBBES, and run again, and then compare results.

Ah... the missing SURP_DELTA flow penalty could explain the extra 40
TAF/yr delivery to C-MWD!

Dear all,

Based on the initial postprocessing results, adding those missing penalties changed results slightly but did not do the trick we want. Latest run has about 4 taf/m less surplus delta outflow than S09I05. There is probably still missing some other things in somewhere.
