Ah... the missing SURP_DELTA flow penalty could explain the extra 40
TAF/yr delivery to C-MWD!

Based on the initial postprocessing results, adding those missing penalties changed results slightly but did not do the trick we want. Latest run has about 4 taf/m less surplus delta outflow than S09I05. There is probably still missing some other things in somewhere.
