created csv file to organize data about infections in Idaho

Nice, I like it. Pooling the data from many sources into one csv will make it easier on the plotting team. Maybe let's add a column for the source of each data?

A next step would be to edit finding in Sam's PR (once merged) to add the Idaho lines to this file.
