Factions aren't loading #23

I'm not sure if this is intermittent or a persisting problem.
1. Start EMU
2. Zone to a KoS zone
3. /con "some mob views you indifferently".
This is right after a fresh reboot, the faction table and faction values
seem to be in order.

This report doesn't belong here and should be ok to close out.  This sounds 
like either a DB or specific server issue, not an EQEmu source bug.
