Instancing does not function correctly. #3

The instance system is very limited and needs expansion:
1. The ability to launch several different versions of zones without fancy
scripting.
2. The ability of server ops to set lockout and reset timers for certain
instance types in the database.
3. The ability for instances to all share common data like map structures
through something like shared memory.
