Description:

Deny Cookie Captains from cancelling a block already reserved by a daisy troop
Updated booth_blocks.html to show additional info in the case a booth is owned by a cookie captain or a daisy troop

Testing:

Manual testing to verify behavior
Added unit tests, all passing
