Adapted some of the nice work @nullnothing has been doing on their WelcomeXP fork to upstream, making changes as necessary and excluding certain features which are either not planned or will likely be implemented differently.

Adapted Features Include

Very nice shutdown prompt grayscale background animation!
Shutdown prompt moved vertically (may be adjusted slightly more in future).
Fading user profiles in list!
Better font weight appearance ("sort-of-bold").

The alternate authentication screen appearance (with welcome text side-by-side with the chosen user listing) will probably be implemented upstream in the future slightly differently, probably along with some general HTML cleanup.
