When Email::Sender >2.0* is present we can use the maybestarttls
option for opportunistic encryprion when sending reports.
this option is introduced in 1.30036, however the version was bumped
to 1.500 and 2.500 to allow for a precision change in the versioning
requiring 2.0 is clearerand less prone to precision issues.
