Add Support For the Garmin Varia RTL515 #28

The Garmin Varia RTL515 bicycle radar system supports Bluetooth. As such, support could be added to this app, meaning that someone using the Varia could get some form of alert that a car was approaching from behind without the need for a separate head unit.

Added the ability to connect to and display the threat count from a Garmin Varia. Still need to add a graphical representation of threat position and velocity.
