Should be any interface associated with the 4o6 client before obtaining tunnel configuration #6

One of the Bernie's comments is that the DHCPv4 is interface-oriented. There is a question if the 4o6 client needs to be associated with any interface to get the tunnel configuration. It could be for example associated with the v6 interface but there may be a problem to provision multiple 4o6 clients. Perhaps, we could let implementation deal with that or create a sort of provisional interface. The text of the draft should be extended to cover this.

Suggest that the following text is added as the last paragraph in the Architecture Overview section (I think that this addresses Simon's comment #5 as well):

Before making an IPv4 address request via a DHCPREQUEST message, the DHCPv4o6 client must identify a suitable network interface for the address. Once the request is acknowledged by the 4o6 server, the client can configure the address and other relevant parameters on this interface.
