Project Mode #1

Have ability to create and open projects.

Projects will have a limited set of files, possibly in different folders.

Projects will also have customized commands (say build, test, etc.) and plugins.

Initial project functionality added in 0.8.3.

With the better plugin API that we have in 0.9.2, I find that this issue is not necessary any more.
