Adding cwls for the following athena python scripts: ✔️ annotate_bed ✔️ coverage_stats_single ✔️ coverage_stats_report
Other features: ✔️ updating docs folder ✔️ all cwls use newly released image of athena_1.4.2 which incorporates directory changes. See https://github.com/msk-access/athena/commit/8da1622de6ae79ff003491f5468ffde4d16cbe84 for details.
