Sequencing is complete only if IGO-Complete

Determining IGO-Complete status based on same criteria as ToggleSampleQcStatus > setSeqAnalysisSampleQcStatus, the method that markes "IGO-complete" from the run-qc website
Only considering a Sample to be finished w/ sequencing if it has IGO-Complete status on its DataQC record, before was just "Passed". "Passed" doesn't take into account when a sample needs to be repooled for which all DataQC records will be "Passed" while the repooled sample is still being processed and the sample as a whole is incomplete
