add Argos CWL run methods #1

Need to revisit this and start building methods to manually run Argos-CWL workflows

as mentioned in https://github.com/mskcc/pluto-cwl/issues/29 , pluto-cwl now has a run.py script and operator module that can handle running CWL's; should use this to run Argos CWL.
