Add a check to make sure files uploaded to higlass are valid #4

Describe the bug Some files uploaded to the higlass api will crash the server when the file is called in pgv.

Error: *.bw is not a bpt b-plus tree index file

Potential fix: After bigwig is generated, check that the file is valid with: rtracklayer::import
