I am wondering if there is a Java tool which can convert CSV file to DarwinCore archive.

if the CSV file contains dwc compatible headers it is the most basic version of a dwc archive and can be indexed by GBIF tools. Other than that there is the java based IPT: https://github.com/gbif/ipt
