[x] Create endpoints to get all the specified settings and to update the settings (for the selected scope)
[x] Add NotificationSettings model to the prisma scheme
[x] Create settings page layout with "routing" using tabs
[x] Create NotificationSettings component with a form according to the NotificationSettings model
