Separate assignment from demand generation #84

The assignment is now an optional part which is called after the mito model run in the main method (MitoMuc). The run class also allows to receive a config from outside to configure the assignment. The dataset now gives access to the population to be used and assigned from within SILO.

Fully agree with your comment above. Freight (and other external travel demand) should be at the same level as MITO, and everything is merged in the assignment step in MATSim. As discussed with @nkuehnel, everything will be geared towards MATSim for now. If we want to use another assignment method in the future, we will deal with is as we need to.
