Implement attributes of MITO person/households #95

Do this in the same form as it will be soon in SILO (Optional getAttribute(String key)). This funciton is only available in scenario_AV branch but has to be merged with master, at least if the silo class MitoDataConverterMucWithAVs.java remains as part of the master branch of SILO.
