Sample times in NFsim #4

Recently, we've found it useful to use the 'sample_times' argument in BNG to 
get evenly-spaced outputs for simulations parsed out over multiple simulate() 
calls (specifically, cell cycle simulations). It would be nice to have this 
feature implemented in NFsim with an eye towards future applications of this 
type.
