Receiving a call while on a call causes strange behavior

What steps will reproduce the problem?
1. Place an outbound call.
2. While on the phone have another call come in.
3. Phone goes back to keypad and you can't end the previous call even if you 
decline the call.
3. Phone call placed in the first step is now playing over the speaker phone 
and the phone is 
vibrating and no way to stop it but force quit the app..

Expected behavior is this:

Call waiting tone and the ability to put a call on hold or user_busy should be 
the response in these 
cases.
