Support Angel's addons storage mod #24

I think your rail loader like Angel's warehouse, so I added a tech prerequisite and modify the rail loader recipes.

Of course, it is optional. If the player does not install Angel's addons storage, this will be ignored.

What do you think about it?

I like the idea but it will break existing players' maps who have BRLs automated in their malls. I'll think about this one and possibly add an option for it.
