make rssdler check to see if it is already running #10

rssdler will run multiple times with a single config. this will clobber the
pid (daemonInfo) file, and leave a rogue, hard to find, rssdler process.
fix this.

working on POSIX in svn. windows support lacking.

if a windows user ends up needing this, can reopen. otherwise, this seems to be 
working.
