Control ranges #84

Some controls (e.g. PMT gain) only allow the user to enter acceptable values (e.g. try to set the range to 200% and it defaults to 100%).

Can all controls have this safety feature. Examples of ones that don't currently are crds laser controls, MFC flow settings,

This will go in a future build (a TODO) once we have the spec'ed portion complete. Should be easy.
