Device actor startup slow #102

Everythign is going in series when we should be trying to start these in parallel. Also, no messages update while we are in init if device connections are failing.

Broke this out...like devices now launch in parallel.

Everything is in parallel right now...but, if devices are not present they do not die quickly. Don't think there is anything I can do about this...
