Filter state not making it to CRD #150

The filter state has not been wired to get down to the CRD. Because of this, we can not get tau_0 or ext.

If we get back tau0 and ext, then this is working.

Checked this in a file taken on the 23 of August. The file is called test_20160823_134238.txt. Looks like all of the proper variables are coming back.
