Write server files to data directory at startup #166

We have the possibility of losing the INI either through a rebuild or accident. Add ability to write regularly to the data file these important files.

Works now - will write to the two places defined under the section MainFile in the ini. The format of the name is the date_time similar to the data files with no prefix and a .ini extension. If either of the top level locations does not exist, it will not attempt to copy the file to that location.
