STOP SPAMMING LOGS!!!! #99

When devices fail to configure properly, we need to provide the error code and a note that the device launch failed. Right now,

both spam the logs and messages. Not acceptable! An acceptable message looks like this for the pressure transducers:

04:33:24.57 [p515] Device stopping.
04:33:24.61 [ctl] Launch of object with ID p515 failed with code -1073807339.

The Meerstetters fail with a bunch of messages - one for each command.

We need to send just one message AND NOT ATTEMPT TO CONTACT THE DEVICE AFTER ONE FAILS WITH -1073807339

May have not been bypassing errors for Meerstetters... Should throw one and then just push past all other serial IO.
