FCIS build without CUDA, on CPU for forward propagation #106

Hi, I've been trying to do the above, in an incremental build-and-fix manner. Has anyone else tried this? I recall seeing a posting somewhere that had a more centralized protocol but I can't locate it (it is not on this github site --I also did google searches but couldn't locate it).
