refs #584, add operation to clear QuickType suggestion in settings #598

Not sure how translation should be done. Also I don't know how to test failure case. Feel free to make changes.

If there's no translation, it will display as "FailedToClearQuickTypeSuggestions". We may need help with the translation for other languages from the community. Anyway, let me merge this first. Thanks for the contribution!
