Convert this to a GitHub Marketplace Action? #3

Maybe this doesn't need to be a template. Maybe it just needs to be a GitHub Action that is available for other projects to implement in their own .github/workflows/[action].yml file?

Closing this. It would probably make more sense to make it into either a Drush Generate command or perhaps something with NPM?
