[x] When importing an updated lookup table, it doesn't currently delete records that are no longer in the list, nor does it add new records. All it does is update existing ones based on ID, so it's not very useful.
[x] One other thing while we're there -- it currently rejects new table imports if the file already has an "id" column. It shouldn't do this, as this means it's a pain to export a table and import it into another system. It should just use the IDs that are supplied when creating the new table.
[ ] Also -- it should write something to the data_changelog table as a record that data has been updated/modified in the system.
