Serial number for records seems to start at 0 for new stores

Describe the bug

As the title says, similar to https://github.com/msupply-foundation/msupply/issues/13047 Only happening for mSupply mobile!

To reproduce

Steps to reproduce the behaviour:

1. Get a sync setup (mine is Mirror sync).
2. From cloud, Create a new mobile site and do the minimum(user setups, store-visibilities)
3. From mobile tablet, initialise the newly created site and login
4. From desktop remote, create a CI to that mobile site and sync (yes, will need a stock transfer!)
5. Back on mobile, sync and open SI list
6. See error: the SI number starts from 0
7. You can see the same case for requisitions as well!

Expected behaviour

Serial numbers shouldn't start with 0
