Add new clinicians #2544

Add option to add new clinicians in omSupply.

This was a request durring the omSupply programs pilot in PNG (11/23). When creating an encounter there should be an option to enter a new clinician if the clinician is not in the list.

Shouldn't we allow adding of the prescriber/clinician in normal dispensary as well? Any reason why should it be limited to programs only ? @mark-prins @clemens-msupply

Yes agree should be in the general dispensary UI
