Acceptance criteria

[ ] Able to upsert and delete demographic indicators
[ ] Able to upsert demographic projection numbers

Describe the solution you'd like 🎁

Create mutations in the graphQL layer and associated functions in service and diesel layers. There's no need to delete demographic projection numbers, only updating. The indicators cannot be deleted if they are used by an immunisation program.
