Implement backup and restore functionality as per: https://github.com/msupply-foundation/open-msupply/pull/3924

Describe the solution you'd like 🎁

Extend existing omSupply cli to copy app_data and backup database (copy sqlite files for sqlite, and do pg_dump for postgres). Existing cli already uses configuration files, and makes it easier to locate app_data + database location, port, credentials etc..
