Need to be able to add custom reports. Ability to override standard reports.

One file to upload per report which includes argument_schema as well as template, queries, etc.

Need consultation on if central server solution is OK

IF ok - need design on how UI should work, user workflow etc

Use same bundling logic and use cli to upsert custom reports (does not need central UI)
