Missing build dependency

well, actually, tox-weechat seems to be semi-dead, and also it magically stopped to work and refuses load tox profiles on my weechat installation.

So,I thinking of dropping it from repo. @bqv did you managed to get it working?

Barely :/ not had any real success operating it, but it does load profiles!
