Bump to dev-java/commons-text-1.11.0 & update SRC_URI #180

Closes #179

Updates SRC_URI to reflect an archive location where source will always be available.

Also modifies the MAVEN_ID to use the ${PVR} automatically so that package version and revision are used without the need for manually updating when versions/revision increment.
