[Recommend]: Add an automatic update bot #13712

There are so many packages in MSYS2 such as python site-packages and others that can theoretically be updated automatically by a bot to reduce manual maintenance workload, while other packages that need specialized maintenance can be exceptions.

This also allows the softwares to be updated instantly.

An example of the bot is archlinuxcn's lilac
