texinfo-6.3 Patches required #1382

The patch listed at https://bugzilla.redhat.com/show_bug.cgi?id=1590308 needs to be applied to avoid exceptions in the testing.

I've created a patch for info/t/Init-inter.inc that adds msys to a filter based on uname and in the process of testing it now. I'll add a patch for PKGBUILD once I'm done with testing.
